BIS Consulting is proud to present Sterling Harris, formerly of the General Land Office, as a special guest at the 2016 TechCon. Born, raised and educated in Texas, Sterling retired in late 2015 after a long and successful career in the GIS industry, which seemingly started by accident during the 1980’s slowdown in the oil sector. At the time, Sterling worked for Clayton Williams and was involved in mapping the oil and gas pipelines, but moved to work for the State of Texas in the mid 1980s. In 1991, the GLO formed an Oil Spill Response Division, which required a GIS system.
Sterling was involved in this game changing project from the beginning and later became the GIS manager in 1999. The Oil Spill Response project required many disciplines ranging from technical mapping and oil industry expertise to obtaining grant funding; it collated geographic information such as environmental sensitivity. Disaster teams use this database for important information such as wildlife habits. This is just one of Sterling’s projects, which all have a common theme: making life easier for people. Sterling considers his greatest achievement to be in creating a usable GIS enterprise system, which is used today across multiple state departments.

BIS TechCon 2016 will take place between November 29 through to December 2 at the Embassy Suites, Frisco, Dallas. This individual comes from a talented family although in his childhood he nearly died from first meningitis and later severe heat stroke. A paintballing accident ruined a promising career as a dancer but unperturbed, our special guest instead turned to music. He, together with his band, released an album in 2010. Followed by another in early 2014. That same year, he made it to The Voice season 7 quarterfinals having been mentored by coach Pharrell Williams. In the summer of 2016, he is touring with Edwin McCain, Toad The Wet Sprocket, Kris Allen and Casey Abrams.
He is, of course, Luke Wade. The renowned soul singer from Dublin, Texas! Luke will be joining us at our closing session at the conference sharing a number of his favorite songs. BIS Consulting has started accepting donations to help support the families of last Thursday’s attack on our Dallas Police Department and our DART Police Officers. We have teamed up with a foundation that ensures that all the funds donated will go directly to the fallen officers’ families. BIS Consulting is pleased to give a very warm welcome to Van Zandt CAD, who have joined our family. Van Zandt County is known as the Gateway to East Texas, because of its varied landscape. It is also known as the Free State of Van Zandt and there are a number of different opinions why this is! Van Zandt is located in the north east of Texas and the seat is Canton. Van Zandt borders six counties and has a population of approximately 53,000 spread over 843 square miles.

This Sunday, June 12th, the 82nd Tax Assessor-Collectors Association of Texas Annual Conference arrives at the Waco Convention Center, and runs until Thursday, June 16.
