About Rains County, Texas
Rains County has a population approaching 11,000 and was founded in 1870. The county is 259 square miles in size although 29 of these consists of water, making it one of the smallest counties in Texas. Rains County and the seat, Emory, are both named after Emory Rains, a Texas state legislator. Emory Rains is the author of the Homestead Law of Texas, which was subsequently used as a model for the protection of homesteads throughout the whole of the United States. The town was originally called Springville but special legislation was created to allow citizens to vote for the location of Rains County seat, and to change the name of the selected town to be Emory.
